Many AI governance strategies start with a reasonable assumption:
Risk scales with usage.
If a developer relies heavily on AI assistance, they introduce more potential exposure. So you monitor heavy users, control adoption rates, and add guardrails as usage increases.
It’s logical. And it’s not enough.
The Structural Pattern Beneath the Headline
In our latest GenAI Licensed-based Usage Impact report, we analyzed 21,673 developers across 18 enterprises.
The headline result won’t surprise you.
Developers with AI licenses increased output by 4.74%. Comparable non-licensed developers saw productivity decline by 2.25% over the same period. Among the most active AI coding tool users, gains were higher still.
AI increases output. But the same dataset shows something more important.
Licensed developers experienced a 4.21% rise in aberrant code, compared to 1.70% in the control group. When segmented by usage intensity, productivity gains scaled with usage. Code quality degradation remained consistent across tiers.
The increase in structurally aberrant code appears across light, moderate, and heavy users. Which makes this an estate-level problem, not a heavy-user problem.
What’s Happening to Your Estate
To understand the broader impact, we examined structural trends across 2025. As AI-generated coding effort (a measurement of the intellectual effort that goes into every code change) rose from roughly 3% to nearly 10% in the participating enterprises, the underlying codebase structure shifted.
- The proportion of files with at least one maintainability issue increased from ~37.5% to ~43.5%.
- Fewer files remained in lower-risk percentile buckets for size and complexity.
- More files migrated into extreme outlier categories for lines of code and cyclomatic complexity.
This shows the impact is about distribution, not isolated defects.
As more files move into outlier territory, the cost of the estate changes:
- Larger files are harder to reason about.
- Higher complexity increases testing burden.
- Tighter coupling reduces resilience.
- Structural irregularities compound the cost of change.
Throughput may increase, but the underlying shape of the estate is changing underneath those metrics. And simply managing heavy users won’t address that shift.
The Governance Gap
Most organizations adopting AI coding tools have invested in input-level controls: license allocation, approved tooling, usage policies, pull request guidelines. These are sensible starting points.
But they measure adoption, not impact.
The accountability picture looks different. Enterprises remain fully responsible for system resilience, security exposure, regulatory compliance, and the long-term cost of their software estate – regardless of whether a human or a model wrote the code. That accountability doesn't scale down as AI contribution scales up.
Few organizations are measuring how the codebase evolves over time – not how many developers are using AI coding tools, but what AI-assisted development is doing to code quality across the estate.
Without commit-level attribution and structural tracking, the answers to the questions that matter most – Is our estate becoming more complex? Are maintainability risks accumulating? Is automation improving sustainable performance or just accelerating output? – are inferred rather than measured.
Adoption visibility isn’t impact visibility. And the gap between them is where structural risk accrues.
The Real Code Quality Blind Spot
Today’s prevailing mental model says: monitor heavy users, control adoption rates, add guardrails.
But structural risk doesn’t scale proportionally with usage.
As AI participation increases, complexity and maintainability drift at the portfolio level. Managing individuals just isn’t enough, and the estate is being reshaped whether you’re governing it or not.
AI strategy becomes defensible the moment it becomes measurable.
